iCloud Private Relay sends supported Safari browsing traffic through two separate relays. First, your request goes to an Apple-operated relay that can see your IP address but not the website you are trying to visit. Then it goes to a third-party relay that can see the website request and connect you to it, but not your real IP address.

This setup makes it harder for one party to connect who you are with what websites you visit. It is not a full VPN and does not protect all app traffic, but it can reduce tracking by websites and network providers during everyday Safari browsing.

Privacy-minded users should understand the tradeoff: Private Relay routes supported Safari traffic through Apple and third-party relay servers. This can reduce tracking, but it also adds extra intermediaries between you and the websites you visit.
